The Government of Rwanda (GoR) adopted Vision 2020 in 2000 with a primary objectives of transforming Rwanda into a middle-income country by the year 2020 and transforming Rwanda into a knowledge-based economy. The expected outcome of the vision is a united Rwanda that is competitive both regionally and globally.
The vision is being implemented through the medium term planning framework that began in 2002 with the first Poverty Reduction Strategic Plan (PRSP I). This has since been followed by the Economic Development and Poverty Reduction Strategy (EDPRS) which covered the period of 2008-2012. In this line the GoR has embarked on the second Economic Development and Poverty Reduction Strategy (EDPRS 2) which is being implemented from 2013/14 to 2017/18.
Since the initiation of Vision 2020, Rwanda has made much progress towards attaining these objectives and even surpassed some of the targets. With less than 10 years towards the realization of the vision, it was necessary to assess the relevance of the indicators and targets and ensure that they continue to reflect the ambition of the country towards its long term development goals. This assessment led to the revision of the Vision 2020 targets.
